HEALTH ASSURANCE HOSPITALS COMPANY (DHAMAN) was established by a Ministerial Decree, as part of the development plan set forth for the State of Kuwait.
It is structured as a public-private-partnership (PPP) entity, with a pledged capital of KD 230 Million held by Kuwait Investment Authority and Public Institution for Social Security at 24%, Arabi Holding Group at 26% and 50% of shares to be allocated to Kuwait’s nationals.
Dhaman’s main objective is to be the first private healthcare company in Kuwait and the GCC to adopt world class healthcare standards.

Health Assurance Hospitals Company was established to provide healthcare services to a large segment of Kuwait’s residents. That comes within the development plan adopted by the Kuwaiti Council of Ministers. We, the Board of Directors are keen to ensure the success of this project, and to properly launch it in accordance with the best international standards approved for the health care services.
For this purpose, we sought the best international expertise for advisory services in order to take advantage of successful international experience. We also contracted international consulting offices with presence in the Gulf area to provide consulting and design services in line with the modern methods gleaned from the International health sector to design a system fit our local requirements and traditions.
We, at Health Assurance Hospitals Company are aware of the challenges we face considering we are one of the mega-projects within the Governments development plan; in addition, we are the first-of- its-kind healthcare company in Kuwait as well as the Gulf Cooperation Council countries (GCC) to set up a Healthcare Management Organization of this magnitude. We face expectations from various relevant parties, however we believe in our ability to adopt this role, to succeed in providing the best healthcare services to our patients and customers, and to accomplish this challenge on behalf of our customers and shareholders.

Dhaman operates across multiple sectors, including the medical operating sector, which provides primary and secondary health care services, the import and export of medicines, and the enterprise sector which constructs, designs, operates and manages medical facilities, hospitals, clinicsand the financial and insurance sector that carries out health insurance activities as well as training, consulting, information technology and communication services.
Mr. Al-Sanea holds a BSc. in Economics from Kuwait University; combined with more than 33 years of experience in government and public sector management. He has partaken in the presidency and membership of privatization committees and is an executive board member of various banks and corporates. Mr. Al-Sanea has played a lead role in establishing Public Private Partnership (PPP) entities and firms such as Warba Bank, Media City Company in addition to the privatization of Kuwait Airways and Kuwait Stock Exchange. Currently, Mr. Al-Sanea serves as an executive board member of Bahrain- Kuwait Bank, Tri International Consulting Group(TICG) and as the Director of the Kuwait Authority for Partnership Projects.
Mr. Hamed Al-Bassam is an experienced executive with a broad background in a range of high technology market segments. Over the past 25 years, he has successfully managed various businesses and developments. He was Board of director of Hasibat Holding company and board of directors of Safat Energy Holding company. Currently, apart from being the Vice Chairman of Arabi Holding Group, Mr. Hamed Al-Bassam is also the Managing Director of Kayan General Trading Company. He has been awarded many certificates for his efforts and achievements from The Commercial Studies College, Kuwait. Mr. Al-Bassam holds a Business Studies Diploma from the Commercial Studies College, Cairo University.
Dr. Abdulrahman is a Ph.D. holder in Commercial Law from Exeter University, UK. He is considered as one of the landmarks in the legal system in Kuwait due to his practical experience and his research papers published in local and international periodicals and books. Dr. Abdul Rahman, in addition to his academic career as assistant professor at Kuwait University department of Law, works as the head of legal department in KIA, the Chairman of VIVA GSM Operator, board member of Warba Bank. Nevertheless, Dr. Abdul Rahman was a board member of Kuwait National Offset with other executive positions within leading local corporates whereas, he worked as legal advisor for the National Authorities of Civil Aviation from 1998 to 2005.
One of the prominent leaders in the medical sector in the State of Kuwait. He was the head of the Salman Al Dabbous Cardiac Center at Al-Adan Hospital where he witnessed many medical achievements. He currently serves as Undersecretary of the Ministry of Health. Which will promote health care and reach the desired level in the health sector.
Former Minister of Education and Higher Education holds a doctorate in public law and is considered one of the most important legal experts in the State of Kuwait. He was elected to the National Assembly for several legislative terms, during which he held the presidency and membership of several parliamentary committees. He was awarded the Arab Parliamentary Excellence Award and is one of the founders of the Kuwait Transparency Society where he also served as vice president. He held many positions and has served as an advisor to many government and private institutions and has served as a lawyer for over 16 years.
A registered attorney-at-law admitted to practice law in Kuwait and other GCC countries, He has more than twenty-five years of experience in litigation, dispute resolution and legal consultation in these regions. He has worked at the Council of Ministers, Department of Legal Advice and Legislation. He has acted as the President of the Kuwait Lawyers Association and Chairman of the Kuwait Municipal Council for two rounds. He has handled all legal issues conceivable over the time and has worked with most major regional and multinational companies in Kuwait. .
Mr. Tariq holds a Bachelor of Laws from Kuwait University and has more than 30 years of business experience, during which he held several senior executive positions as a prominent businessman. Currently he is Chairman of Arabi Holding Group and Managing Director and CEO of Gulf Paper Manufacturing and He is a member of the Board of Directors of Al Rawda and Hawalli Cooperative Society. He is also a member of the Kuwaiti Lawyers Association and has extensive experience in litigation, dispute resolution and legal advice.

Dr. AlSaleh has a Ph.D. in Healthcare Management and Policyfrom University of Surrey, UK, Masters in Management in Healthcare form Imperial College Business School - University of London, UK and MBChB from Liverpool Medical School. Dr. AlSaleh, has more than 15 years of practical experience in the Healthcare industry with thorough understanding of managing the health sector, setting general policies, business development, planning and strategic planning for health services. He gained local and international experience with both private and public sector and has worked in Kuwait and UK on major government projects and leading health sector initiatives, corporates and service providers. Before joining Health Assurance Hospital Company as CEO and Board Member, he has worked for the Ministry of Health in Kuwait as the head of the Office of International Agreements which is responsible to develop international affiliation aiming to transform knowhow and improve sector performance. Finally, Dr. AlSaleh has served as a lecturer in Public Health and Healthcare Management and Policy with Kuwait University.
